how to get the silver wing in heartgold

Hello everybody if your wondering where the heck is the silver wing [if you have heartgold]. First if you have defeated the elite four then you could explore the Kanto region and after a couple badges you have to go to Pewter City. Once you are there go to this old man. He'll be on a hill and right to the next to the pokemart [with the blue roof top]. Go talk to him and he'll give you a silver wing then your off to catch lugia.
