How Do I Get Raikou?

Hi everybody who is reading this, if you are wondering how to get Raikou the legendary dog or cat well i don't know really people say its a cat or a dog but i prefer to call it a dog well who cares about that. So first you have to have three gym badges [if you are going in order which i did] to go to Ecruteak City but on the way there is a tree that you must have a squirtel sprinkeler which you get at Goldenrod City and go into the flower shop and talk to this lady there, once you got the sprinkeler you go to the place where they say there is a tree so you push a on your ds and it'll say ''would you like to sprinkle some water on the tree?'', so you push yes then you'll encounter a sudowoodo and you could catch it if you want. After the battle you'll be talking to this lady near the sudowoodo and she'll thank you for clearing the path or something like that. Then you follow were the path goes to were the sudowoodo was blocking and along the way you have to battle some people. Once you did that you can go to Ecruteak City, Yay! There there will be a big place called burned tower you go inside and you go down stairs there will be Raikou,Suicune,and Entei they will all flee and you'll be talked to this guy named Eusine then after that you battle your rival, then he'll run off if you win and i forgot to metion gym leader Morty is training there and once your up the stairs he will be gone so then you go out of burned tower you look at your pokegear and put it on map mode it'll show only where Entei and Raikou are and to make it easier to catch lower it's hp with flying, steel, and electric type moves and put Raikou to sleep [option] and have lots of different type poke balls and the reason i'm talking about Raikou then Entei is because the title is about Raikou.
